Make a crease at the dotted line.

Fold the bottom-right and bottom-left corners toward the center to create creases.
Unfold the creased parts.
Fold the left and right edges so that they meet the center crease.
Fold the bottom edge so that it meets the center crease.
Fold at the dotted line.
Pull out the corner.
This is an intermediate step. Pull out the inner sheet of paper and fold it along the crease.
Fold the opposite side in the same way.

Rotate it 90 degrees.
Make an inside reverse fold at the dotted line.
